The Department’s Development Services Centers (DSCs), or public counters, are the first stop for project planning operations. Appointments are available at these central consultation portals for residents and business owners seeking technical guidance during the design, entitlement, and permitting stages of a project. Of the four DSC locations—Metro/Downtown Los Angeles, Valley (Van Nuys), South Los Angeles, and West Los Angeles—only Metro/Downtown offers “Specialized Services” tailored to different industries’ needs in addition to standard counter operations.

In-person operations remain available for select planning services by appointment only. All visitors must show proof of COVID-19 vaccination, or a negative test within the last 72 hours, to enter City facilities.
