Department of Building & Safety Staff

For general zoning questions regarding a specific project for which you will be applying for permits, first contact the Department of Building & Safety by contacting the call center at 311 or (213) 473-3231 or visit the same day Virtual Counter with LADBS.

For specific zoning questions regarding a specific project prior to submitting for a permit, you may apply to meet with a Case Manager with the Development Services Case Management (DSCM) by filling out a Service Request Form; a fee may apply.

If you have a complex question or need assistance with an application for City Planning review, you can contact Planning staff for help. You can schedule an appointment with our Development Services Centers either online or in person.

The Downtown Community Plan became effective in February 2025.

The Community Plan area includes the neighborhoods of Arts District, Chinatown, Civic Center, Fashion District, Financial District, Little Tokyo, Historic Core, Skid Row, and Victor Heights, among others.
